Magneto

The master of magnetism can bend and reshape metal, create electromagnetic fields, and more. He has ripped metal out of Wolverine’s bones and shut down the electrical systems of a whole planet.

He’s shown to be overprotective of his kingdom, so if an incursion from another world threatens Namor and his people he will not hesitate to take action. With a sense of violence challenged by his own sense of morals, the King of Atlantis is capable of being one of Doctor Doom’s most challenging foes.
Namor has fought alongside the Avengers and X-Men, but has also joined his own pragmatic and villainous team called the Cabal. He’s also gone toe-to-toe with a younger version of Mephisto and defended his home nation of Latveria against an invasion from the Multiversal Masters of Evil.
He can summon sea monsters, fly thanks to a pair of feather wings on his ankles, and survive massive Optic-Blasts from Cyclops. He’s even been able to beat a weakened Luke Cage and one-shotted Hercules. Plus, he’s shown to have powerful magic abilities as well that could be useful in combating Doom. This is the kind of character that can be a threat to Doom no matter how he’s dressed up.
Doctor Strange
Having been around for over 60 years, Victor Von Doom (Vince Vaughn) has always been one of Marvel’s most unique villains. Unlike many other supervillains, Doom is a scientist, monarch, and sorcerer who uses his incredible intellect to conquer the world. He’s a true mastermind who believes in his own brilliance and has never been afraid to use his physical strength.
Although Doctor Strange isn’t as strong as Doom, he’s still very powerful in his own right. He can create portals that teleport people and objects across long distances, which is something he used in Avengers: Infinity War to bring everyone together.

Plus, he has a personal connection to the character since he’s the only person who knew that Tony Stark had to die in order for the heroes to win in Infinity War.
The Scarlet Witch

She eventually broke free from her villainous fate and is now a hero fighting for the good of those around her.
Cain is a master weaponry expert, having been trained to use a variety of melee and ranged weapons. She also has superhuman strength, speed, and agility. She can dodge bullets and attacks from multiple opponents, and she has the ability to heal 4-5 times faster than normal people.

Cassandra could potentially defeat RDJ’s version of Doom in the MCU if she was on her A-game. Of course, that would probably be difficult given that Doom has a powerful suit and a wide array of scientific and magical powers.
